Is there a difference between a drop 13 and a drop 10 besides just the weight? Are they made different?

The -13 and -10 Rawlings 5150 VELO both use the same high-performing 5150 alloy. The main difference will be the weight like you mentioned and the barrel diameter as well. The -13 will be a 2 1/4" barrel, the -10 will be a 2 5/8" barrel.

My 9 yr old son has 29/16 Voodoo that he seems to swing slowly through the zone. Would this bat,being the same weight and length, be quicker through the zone for him or not?

The Voodoo is an end loaded bat, which will slow down a players swing.The 2013 Rawlings 5150 VELO: YBVELO is more balanced, and would be a better choice to increase a players bat speed.
